Notice on Information Management Work

Provincial and autonomous region housing and urban-rural development departments, municipal housing and urban-rural development (management) committees, Beijing Municipal Planning and Natural Resources Commission, and Xinjiang Production and Construction Corps Housing and Urban Rural Development Bureau:

In order to further promote the entry of engineering project information into the National Construction Market Supervision Public Service Platform (hereinafter referred to as the National Platform) and strengthen project information management, the relevant matters are hereby notified as follows.

1、 Promote the supplementary recording of engineering project information into the national platform. The information of engineering projects that have been completed and accepted before the date of issuance of the "Notice of the General Office of the Ministry of Housing and Urban Rural Development on Further Strengthening the Project Information Management of the National Construction Market Supervision Public Service Platform" (Jianbanshi Han [2023] No. 391) (December 29, 2023), as well as the relevant information of projects that have not been completed and accepted before December 29, 2023 but have completed the bidding announcement, contract signing, construction drawing review, and construction permit issuance date before September 1, 2024, shall be added to the national platform by June 30, 2025.

2、 Optimize the management of engineering project information. The competent departments of housing and urban-rural development at all levels should conscientiously implement the requirements of "digital housing construction" work, accelerate the integration of construction market supervision platforms at all levels and the sharing of engineering project information data with the same level engineering construction project approval management system, national construction worker management service information platform, construction drawing review system, urban construction archives management system, etc., achieve the collection and disclosure of project information data, avoid duplicate input by enterprises, and effectively reduce the burden on enterprises.

The housing and urban-rural development authorities at all levels should further strengthen their responsibility for reviewing project information data, improve review efficiency, and ensure data quality. For projects submitted by enterprises for review and confirmation of engineering project information, local housing and urban-rural construction authorities at all levels should strictly determine the data level (A, B, C) based on project supervision information, urban construction archives information, and engineering project sharing information, and push it to the national platform step by step to ensure the authenticity, accuracy, and standardization of the entered data. For construction market entities that do not require approval from regulatory authorities to self record D-level project information, the input process will be further simplified, and the process of pushing project information to the national platform will be accelerated. The authenticity, accuracy, and standardization of project information data will be the responsibility of the enterprise itself.
